Revision of ‘LULUCF Regulation’, MEP Norbert Lins proposes 2030 target that is “realistic, ambitious and based on the most up-to-date figures

The draft opinion by Norbert Lins (EPP, Germany) on the revision of EU regulation (2018/84) on Land Use, Land Use Change and Forestry (LULUCF) suggests a carbon sink target for 2030 that is “realistic, ambitious, based on the most up-to-date figures and scientific analysis (see EUROPE 12862/4, 12863/3).

According to the draft opinion on behalf of the European Parliament’s Committee on Agriculture and Rural Development, this target should be “in line with sustainable active forest management and incentivise sequestration, storage of carbon and substitution of fossil fuels”.

Instead of the quantified target of a removal of 310 million tonnes of CO2 equivalent (see EUROPE 12762/4), the rapporteur suggests a target based on the average greenhouse gas removals for the years 2018, 2019 and 2020 (a target equivalent to a 15% increase in average greenhouse gas emissions and removals compared to the years 2018, 2019 and 2020).

Furthermore, with the proposed inclusion of methane, “a reassessment of short-lived biogenic greenhouse gas emissions becomes necessary”. Finally, an assessment of the impact on food security, bioeconomy and fossil fuel substitution is requested.
