A document published on Tuesday 19 October by the Europe Jacques Delors think tank aims to reconcile the Common Agricultural Policy (CAP) with the ‘Farm to Fork’ strategy.
The authors (Pascal Lamy, Geneviève Pons, Isabelle Garzon and Sophia Hub) argue that the ‘green’ transformation of the EU’s agri-food system will not be successful if it does not include all stakeholders along the value chain, starting with input sectors and primary production, through to processing, transportation, wholesale and retail, and finishing with international trade and consumption.
To do this, it will be essential to “integrate the CAP into the ‘Farm to Fork’ strategy”, according to the paper.
The think tank cites three requirements that need to be met: first, an adequate trade strategy to respond to concerns of ‘unfair competition’ from imports due to less stringent levels of environmental requirements; second, a clear decarbonisation path for the entire value chain; and third, an enabling environment for consumers (labelling, traceability).
The publication of the study comes at a time when the European Parliament is trying to reach a compromise for the integration of this strategy into the new CAP (see EUROPE 12814/6).
