Bulgaria and Slovakia do not support CAP reform package

At the meeting of the Special Committee on Agriculture (SCA) on Friday 23 July, only Bulgaria and Slovakia indicated that they did not have a mandate from their national authorities to support the regulations reforming the Common Agricultural Policy (CAP). All other delegations from EU countries that spoke at the SCA approved the package of three texts (see EUROPE 12768/4).

The SCA meeting was preceded by a final ‘trilogue’ (EU Council, European Parliament and European Commission) which validated the technical work on the regulation on strategic plans for the CAP. Slight changes have been made to the text on strategic plans (https://bit.ly/3iLsc8l ), notably on the definition of eligible hectare and on the details of the approval of strategic plans.

The Slovenian Presidency of the EU Council can now send a letter to the European Parliament indicating the EU Council’s intention to adopt the reform after the vote in Parliament’s Committee on Agriculture and then in the plenary session at the end of October or in November.
