EU institutions to resume negotiations on CAP reform in mid-June

Negotiations between the EU institutions on the common agricultural policy (CAP) reform will soon resume at an unabated pace with a view to finalising an agreement by the end of June (see EUROPE 12731/3).

Negotiators from the European Parliament, the Council of the EU, and the European Commission found on 28 May, after three days of intense negotiations, that they were unable to reach a political agreement on the reformed CAP, which will enter into force on 1 January 2023 (see EUROPE 12729/6).

Discussions will therefore resume with a first trilogue between the three institutions on 16 June, while an informal meeting of agriculture ministers will take place the day before in Lisbon. A series of ‘super trilogues’ is scheduled for 23–24 June or 24–25 June, even though the last ‘Agriculture’ Council under the Portuguese Presidency is scheduled for 28–29 June, a time when a political agreement could be finalised between the three EU institutions.

Summary. A document prepared by the Portuguese Presidency of the Council of the EU takes stock of the CAP reform issues still under discussion. The document discusses the points of agreement, the critical points, and the sticking points. Among the most difficult parts of the regulations are—unsurprisingly—eco-schemes, good agricultural and environmental conditions (GAEC) 8 and 9, internal convergence of support, coupled support, alignment of the CAP with the European Green Deal’s objectives, and even ‘green’ investments.
