The European Parliament’s Committee on Civil Liberties (LIBE) adopted, on Thursday 3 June, by 52 votes to 7 with 4 abstentions, the agreement reached by the Spanish rapporteur, Javier Moreno Sanchez (S&D), with the Portuguese Presidency of the EU Council, on the ‘Blue Card’ Directive aimed at attracting highly qualified migrants to the EU (see EUROPE 12721/22).
On Thursday morning, the rapporteur explained the results of the negotiations to his colleagues, who all welcomed them, with the exception of the ID group, which announced that it would vote against. The rapporteur recalled that this revision was aimed at improving the EU Blue Card system, which does not, however, replace national systems. The Spaniard, nevertheless, has secured additional social and mobility rights for cardholders.
“There was also a request to take into account academic qualifications, but not only that, also professional skills”, explained the rapporteur.
