EU RESPONSE TO COVID-19 / Economy

European recovery plan could contribute to ‘greenwashing’ according to Greens/EFA group in European Parliament

The Greens/EFA Group in the European Parliament urges the European Commission to be very rigorous in its analysis of national recovery plans, to ensure that the Recovery and Resilience Facility (RFF) - the main budgetary instrument of the Next Generation EU recovery plan - does not financially support investments that do not respect the rules on ecological transition.

In its letter to the EU institution, which was made public on Wednesday 2 June, the group writes: “In a number of cases, the Commission’s responses to our questions on these measures have left us concerned that not enough is being done to ensure that national plans adhere to the letter - and the spirit - of EU law”.

The MEPs list problematic projects, which are placed in seven categories. For example, they point to German, French and Czech measures for the deployment of hybrid vehicles, which should not be counted as investments contributing to the 37% minimum threshold of a national recovery plan dedicated to the ecological transition.

They argue that the Polish recovery plan should not be allowed to give unconditional support to the gas sector, at the risk of violating the overarching ‘do no harm’ principle. They also point to the lack of a gender equality approach in most national plans.
