European Commission registers ECI ‘Civil Servant Exchange Program’ and ‘Green Garden Roof Tops

The European Commission decided on Wednesday 21 April to register two European Citizens’ Initiatives (ECIs) entitled ‘Civil Servant Exchange Program (CSEP)’ and ‘Green Garden Rooftops’.

The organisers of the Civil Servant Exchange Program (https://bit.ly/3xdd6i6 ) invite the Commission to launch an exchange and training program for civil servants from EU Member States. The aim would be to provide officials with 2-12 months of professional experience in a similar service in another Member State.

The organisers of the ‘Green Garden Roof Tops’ initiative (https://bit.ly/3sBik3F ) are asking the institution to facilitate the creation of green spaces on company roofs.

Considering both initiatives to be legally admissible, as they fulfil the necessary conditions, the Commission decided to register them. At this stage, the Commission has not analysed the initiatives on their merits.

The organisers can start the process of collecting signatures of support. If, within a year, the initiative receives 1 million statements of support from at least seven different Member States, the Commission will have to react. The Commission could decide whether to grant the request or not, but in either case it would have to give reasons for its decision.

Since the launch of the European Citizens’ Initiative, the Commission has registered a total of 78 citizens’ initiatives and rejected 26 on the grounds that they did not meet the required conditions. (Original version in French by Lionel Changeur)
