Austria, Cyprus, the Czech Republic, Denmark, Finland, France, Greece, Hungary, Ireland, Italy, Luxembourg, Poland, Romania and Spain call, in a note dated Wednesday 17 March, for the final compromise on the post-2020 Common Agricultural Policy (CAP) to include several simplification elements (see EUROPE 12678/10).
The Agriculture Council on 22-23 March will take stock of the negotiations between the institutions on CAP reform.
In a note to be presented to ministers, the 14 countries advocate that the following measures be adopted: – recognition of the possibility of correcting errors made by beneficiaries (to avoid sanctions for errors made in good faith); – simplification of the ‘New Delivery Model’ (securing elements related to the compliance procedure and limiting the risks of financial corrections, limited number of indicators); – each CAP national strategy plan should remain a strategic programming document.
“While the negotiation of the three basic acts of the future CAP is being finalised in trilogues, one of the main challenges is to set out a better performing future CAP without increasing the administrative burden for beneficiaries and administrations nor creating insecurity in the use of funds”, the countries’ communiqué indicates.
