MEPs endorse rules on two-year transitional period for CAP

New EU legislation, adopted by the European Parliament on Wednesday 16 December (653 votes in favour, 19 against and 22 abstentions), extends the application of existing Common Agricultural Policy (CAP) rules until the end of 2022. This ensures that farmers and beneficiaries of rural development funds will continue to receive payments, pending the new CAP, which will enter into force from the beginning of 2023 (see EUROPE 12623/19).

In particular, the Regulation will make it easier for farmers to receive compensation for severe drops in income and for losses caused by adverse climatic events, outbreaks of animal or plant diseases or pest infestations. In addition, the rules extend beyond three years the duration of new multiannual rural development projects focusing on organic farming and climate and environmental-friendly measures.

Lastly, there are provisions on how farmers can use the €8 billion from the agricultural component of the post-Covid-19 Recovery Plan (30% in 2021, 70% in 2022). At least 37% of the recovery funding will go to organic farmers and measures related to the environment and animal welfare. At least 55% of the funds will support investments in farms that contribute to a resilient, sustainable and digital recovery and in young farmers’ start-ups.
