Mr Borrell welcomes agreement between Member States' ambassadors on participation of non-Member State in PESCO projects

29/10/2020 (Agence Europe)On Wednesday 28 October, the High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, welcomed the “important” agreement reached between the ambassadors of the Member States on the participation of non-Member States in Permanent Structured Cooperation projects (PESCO). This agreement, which comes almost three years after the establishment of the PESCO and has been the subject of much debate among Member States, “sends an important message to partners and allies. (...) It will further consolidate PESCO as the framework for European defence cooperation”, Mr Borrell said. In order to be able to participate in PESCO, a non-Member State will, inter alia, have to share the values on which the EU is based and bring “substantial added value” to a project (see EUROPE 12513/20).
