After a hiatus of several months, inter-institutional negotiations resume on coordinating social security systems

01/10/2020 (Agence Europe)After a number of months where negotiations were suspended (see EUROPE 12387/18), the Council of the EU and European Parliament met on Wednesday 30 September to discuss the regulation on coordinating social security systems. We have been told that the discussion consisted of a roundtable on the three major subjects that are still under discussion: exporting social benefits for frontier workers, defining pluriactivity and in particular the difficult issue of prior notification for the posting of workers, including exemptions. The co-legislators have been working on a digital solution for the final issue, provided by the European Commission (see EUROPE 12560/25). The German Presidency of the Council of the EU is expected to report on the negotiations to the delegations on Wednesday 7 October. The next inter-institutional meeting is scheduled for the end of October or early November. In the meantime, the European Commission will need to provide details regarding a digital solution. (PH)
