European Parliament and EU Council negotiators hope to reach an agreement on transitional measures for CAP by end of June

The Parliament's rapporteur on transitional measures for the Common Agricultural Policy (CAP), Elsi Katainen (Renew Europe, Finland), said, on Tuesday 26 May, that she hoped an interinstitutional Agreement on this dossier could be reached by the end of June. (see EUROPE 12476/18, 12465/11).

The European Parliament's Committee on Agriculture took stock of the results of the first trilogue on 20 May between the EU Council, the Parliament and the Commission, on transitional measures.

Ms Katainen said farmers “need legal certainty” and that co-legislators must be flexible. She stressed that the three institutions are committed to reaching an agreement on transitional measures by the end of June, despite a tight timetable.

The second trilogue will take place on 16 June. The discussions on 20 May focused on the duration of the transitional measures. The Parliament is counting on a two-year period, as opposed to the EU Council's position of one year (with the possibility of adding a further year).

The Parliament is more ambitious in terms of new crisis management measures in the agricultural sector. “I hope the EU Council will be flexible in updating the legislation to better reflect the new situation”, said the rapporteur, referring to the lessons to be drawn from the coronavirus pandemic.
