The High Representative of the Union for Foreign Affairs and Security Policy, Josep Borrell, once again called on Tuesday 12 May for an end to the fighting in Libya as violence continues to escalate (see EUROPE 12483/27).
“The European Union demands that all parties act responsibly and immediately cease the fighting all over Libya, which is first and foremost affecting civilians, including migrants”, he stressed in his statement.
The High Representative called on all parties to “follow up” on the commitment to a truce and a negotiated ceasefire. The belligerents must cooperate “without further delay”, with a view to implementing a durable cease-fire confirming “as soon as possible” their agreement to the draft under consideration by the 23 February joint military committee, he added.
According to Mr Borrell, the truce must go hand in hand with an immediate resumption of talks between the parties, under the aegis of the United Nations, and in full compliance with the Libyan political agreement. In order to facilitate this resumption, the EU hopes for the appointment “as soon as possible” of a new UN Special Representative to replace Ghassan Salamé, who resigned at the beginning of March.
Finally, the High Representative warned that those who violate international law, including humanitarian law, should be held accountable. He called on all parties to protect civilians, including migrants and refugees, by allowing and facilitating the “safe, timely and unhindered” delivery of humanitarian aid and services.
