EU RESPONSE TO COVID-19 / Parliament

Fast-track procedure to adopt pandemic package

The European Parliament is preparing to approve, as a matter of urgency, the package of measures that the European Commission is expected to announce on Friday 13 March in order to curb the spread of the coronavirus and limit its negative impact on the European Union.

EUROPE has been told that the European Assembly will consider procedures for the urgent adoption of a series of measures related to the coronavirus outbreak.

These measures are contained in: - a communication on economic stability and a proposal for a regulation amending the regulation on the European Investment Fund (see EUROPE 12444/8), both of which are to be referred to the Parliamentary Committee on Economic Affairs (ECON); - a proposal amending the Regulation on the use of airline slots (see EUROPE 12444/17) for the Transport Committee (TRAN); - a European Commission implementing decision amending the decision on medical storage capacities for those Members responsible for public health matters (ENVI).

According to our sources, the European Parliament would apply urgency procedures that should allow for the adoption of the reports from the parliamentary committees as early as 23 March, which would then be validated at an extraordinary plenary session on 25 March and by the European Council at its meeting on 26 March. However, these dates must be looked at with the usual level of caution. (Original version in French by Hermine Donceel)
