11/03/2020 (Agence Europe) – The measures announced by the President of the Commission, Ursula von der Leyen, to put an end to the so-called ‘ghost flights' (see EUROPE 12443/9) in Europe as a result of the COVID-19 epidemic are, according to our information, due to be presented on Friday 13 March and should take the form of an amendment to the Rules of Procedure. "We are in the process of finalising the details", Stefan de Keersmaecker, spokesman for Transport at the European Commission, told the press on 11 March. He recalled that the Commission "counts on its co-legislators to help it make very rapid changes”. As early as 6 March, Airlines for Europe had called on the Commission to temporarily suspend the 80/20 rule for the remainder of the current winter season and for the next summer season, which starts on 29 March.
