In a letter dated Monday 17 February, the Italian Section of the European Federalist Movement called on the President of the European Council, Charles Michel, on behalf of the Twenty-Seven, to ask the European Commission to present a new proposal for the 2021-2027 Multiannual Financial Framework (MFF) by the end of March.
The Heads of State or Government should, according to the movement, establish the following guidelines: - an MFF based on a 5-year period, in order to “respect the democratic principle of a single legislature”; - annual budgets gradually financed by “own resources” in order to provide the EU with autonomous fiscal capacity; - involve the European Parliament on an equal footing with the EU Council in decisions on own resources; - the convening of an “interparliamentary conference”, in parallel with the European Conference on the Future of Europe, to discuss the sharing of responsibilities between the Union and the Member States for carrying out joint actions and the resulting financial burdens.
