On Wednesday, 11 December, representatives of the European Parliament and the Council of the EU ultimately failed to come to an agreement on the proposed regulation to make crowdfunding more straightforward. The first 'trilogue' took place during the morning and a second meeting was scheduled to start at 7pm the same day to try to reach an agreement.
On Thursday, 12 December, Irene Tinagli (S&D, Italy), chair of the European Parliament's ECON committee, explained that, at the beginning of the meeting, the Finnish Presidency of the Council of the EU asked for more time to consult Member States on several difficult issues, particularly the matter of the threshold for crowdfunding proposals (see EUROPE 12378/13).
Parliament then gave the Presidency until 4 pm that day to provide it with feedback, but the Presidency ultimately decided to cancel the evening meeting because it was not able to obtain a mandate from Member States.
European Parliament negotiators are now waiting for feedback from the Council of the EU so that they can resume negotiations, said Tinagli.
