ASD – Eurospace, which represents the major players in the European space industry, has made several key recommendations to European policy makers for discussions on the Horizon Europe Framework Programme, in particular to allocate €4 billion to support research and innovation in the European space sector.
The organisation calls for a budget commensurate with the requirements to support research and innovation in the European space sector and to face international competition (see EUROPE 12275/18). This budget must pursue several objectives: - to maintain the level of European infrastructures (EGNOS, Galileo, Copernicus); - to prepare the new components of the European Union's space programme (SST, GovSatCom); - to establish a common and European technological base in the face of international competition.
In addition, Eurospace is calling for the final adoption of a Strategic Research and Innovation Agenda (SRIA) for space technologies. As such, the organisation wants to further define the governance of this programme, in order to ensure good cooperation between the European institutions and industry.
Last March, the European Parliament and the EU Council reached a political agreement on the Horizon Europe Framework Programme (see EUROPE 12218/15). But the budgetary aspects remain linked to the framework for negotiations (‘negobox’) on the financial perspectives.
