Czechia and Slovenia referred to Court for building energy performance

The European Commission decided, on Thursday 24 January, to refer Czechia and Slovenia to the EU Court of Justice for non-compliance with the Energy Performance of Buildings Directive (Directive 2010/31/EU).

Member States are required to introduce and enforce minimum energy performance requirements for all buildings, to ensure the certification of buildings’ energy performance and require the regular inspection of heating and air conditioning systems. The Directive requires Member States to ensure that all new buildings have almost zero energy consumption by 2021. These two countries have not applied the Directive. 

In addition, the Commission also opened the following infringement proceedings: - reasoned opinions were sent to Germany and Latvia and letters of formal notice were sent to Finland, France, Ireland and the Czechia for failing to fully transpose EU rules on the quality of petrol and diesel fuels and the promotion of the use of energy from renewable sources (Directive (EU) 2015/1513); - letters of formal notice were sent to Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, France, Greece, Italy, Latvia, Lithuania, Luxembourg, Poland and Portugal formally requesting the full transposition of the Energy Efficiency Directive (Directive 2012/27/EU).
