The European Commission will have to adopt the decision on the triggering of the "safeguard clause" re-establishing customs duties on Indica rice from Cambodia and Burma (see EUROPE 12140).
Experts from Member States of the European Union, meeting on 4 December in the Generalised Preferences Committee, failed to reach a majority for, or against, the Commission's proposal. It aims to apply, from mid-January 2019, a duty of 175 €/tonne gradually reduced to 150 €/t in 2020 and 125 €/t in 2021 to imports of Cambodian and Burmese rice that are currently duty-free.
Initially requested by Italy, this measure was supported by 13 Member States (including France), while seven countries abstained (including Germany) and eight voted against (including the United Kingdom).
EU agricultural organisations and cooperatives (Copa-Cogeca) call for the activation of this safeguard measure "as soon as possible in order to relieve the entire European rice sector". (Original version in French by Lionel Changeur)
