On Monday 19 November, the Council adopted the update of the EU's strategic framework for cyber defence, ‘in order to respond to the ever-changing challenges in the field of security".
The first framework dates from 2014 and the new one aims to strengthen cyber resilience and build strong cyber security and cyber defence capabilities, according to the Council conclusions.
This updated strategy highlights six priority areas for action: (1) the development of cyber defence capabilities, (2) the strengthening of the protection of CSDP information and communication systems used by EU entities, (3) the improvement of educational, training and exercise opportunities, (4) research and technology, (5) the promotion of cooperation between the civil and military sectors and (6) the strengthening of international cooperation. For each area, the strategy proposes actions to be undertaken.
An annual report will be made every year to take stock of developments, and the next revised version of the framework “should be presented no later than mid-2022, in close consultation with Member States", the Council said.
The European Council of 18 October called for measures to strengthen cyber security in the EU (see EUROPE 12120).
