Difficult negotiations between institutions on 2019 budget

19/11/2018 (Agence Europe)As we went to press, on Monday 19 November in Brussels, the EU institutions were trying to finalise an agreement on the draft EU budget for 2019 (see EUROPE 12137), the last day of the conciliation procedure. Negotiations between the Council and Parliament were interrupted on Friday 16 November at around 9 p.m. due to a disagreement on the terms and conditions for using deobligated funds in 2018 to fund the Horizon 2020 programme (research). The Commission had proposed 250 million to finance in 2019 part of the research appropriation of 413 million deobligated funds in 2018, but the Council did not accept these arrangements on Friday. Parliament seemed ready to accept the Council's position on the EU's 2 billion euros financing of the refugee facility in Turkey. If this fails, the Commission will present a new draft budget. (LC)
