Economic and Financial Affairs Council. *Eurogroup. - Discussion on Italy's draft budget for 2019. *Training of Twenty-Seven ministers : - Discussion on the deepening of Economic and Monetary Union (establishment of the Deposit Guarantee Fund - EDIS) and the European Stability Mechanism (SRF safety net and reform of the architecture of the MES). 
  • Brussels. European Parliament. Commission activities (through 08/11). - BUDG: vote on the draft interim report on the multiannual financial framework 2021-2027 (European Parliament priorities). - LIBE: vote on the non-legislative report on the full application of the Schengen acquis in Romania and Bulgaria (abolition of border controls); vote on opinions on the European Social Fund+, the Digital Europe programme and the protection of whistleblowers. - IMCO: Review of the draft report on the Single Market, the competitiveness of enterprises (including SMEs) and European statistics. - ECON: - vote on the report by Ashley Fox (ECR, UK) on equity financing for companies; - vote on the report by Paul Tang (S&D, The Netherlands) on the publication of information on sustainable investments and sustainability risks; - vote on the report by Eva Maydell (EPP, Bulgaria) on fees for cross-border payments in the EU and currency conversion fees. - INTA :  vote on draft recommendation to approve or reject the Economic Partnership Agreement between the EU and Japan signed in July 2018.
  • Brussels. Council of the EU, European Parliament, European Commission. Trilogue (and 06/11). Interinstitutional negotiations on the draft Community framework for screening third country investments in the EU (technical meeting on 05/11 and political meeting on 06/11). 

Tuesday 6 November

Economic and Financial Affairs Council. - Discussion on the digital services taxe (DST): adaptation of corporate tax rules to adapt them to the digital age (data sales, sunset clause, calculation and collection of the digital services tax, administrative cooperation for information exchange). - Adoption of conclusions on EU statistics. - Adoption of conclusions on climate finance”. - Presentation of the Court of Auditors' annual report on the management of the EU budget: decision on the discharge for the EU 2017 budget. - Other: Ministerial dialogue with EU countries and the Presidency's update of discussions at the G20 and IMF meetings in Bali in mid-October.

  • Brussels. European Parliament. Hearing by the S&D group of the two current PES candidates - Maroš Šefčovič and Frans Timmermans - on the nomination of the party's Spitzenkandidate to be held at the PES Congress on 7-8 December in Lisbon.
  • Luxembourg. * EU Court of Justice. #Stops: - Case C-569/16 (Bauer) and C-570/16 (Willmeroth - Compliance with EU law of national legislation preventing the heirs of a deceased worker from claiming financial compensation for leave not taken). - Case C-622/16 P (Scuola Elementare Maria Montessori v Commission), C-623/16 P (Commission/Scuola Elementare Maria Montessori) and C-624/16 P (Commission/Ferracci - Application for annulment of the Commission's decision waiving the recovery of unlawful aid granted by Italy in the form of exemption from municipal property tax). - Case C-619/16 (Kreuziger) and C-684/16 (Max-Planck-Gesellschaftzur Förderung der Wissenschaften - does the mere fact that a worker has not requested leave automatically entail the loss of the right to financial compensation for leave not taken at the end of the employment relationship?).
