Negotiators from the European Commission, the Council of the EU and the European Parliament held a first exchange of views on Tuesday 25 September on the draft regulation on preparation for risks in the electricity sector, and confirmed their desire to conclude the dossier before the end of the year (see EUROPE 11907).
The first trilogue meeting on this question enabled the parties to reiterate their priorities and clarify the negotiations timeline. The negotiators hope to reach agreement in principle in November on the question of drawing up plans for preparing for risks in the electricity sector. Otherwise, another trilogue is always possible in December. The next trilogue is currently scheduled for 23 October.
The following subjects are problematic: the Parliament wants to give power to the Commission to change risk preparation plans, but the Council wants the plans to be coordinated by the Electricity Coordination Group. In addition, the Parliament wants to give new powers to the European Union agency for energy regulator cooperation (ACER), but the Council wants it to be the Commission that makes recommendations on compensations and assistance. There is also the question of regional dispatching centres, which also came up in the negotiations on the regulation on the internal market in electricity.
On 30 November 2016, the Commission adopted a series of clean energy measures comprising eight legislative proposals, including this one. The European Parliament adopted its position in February on risk preparedness and the Council reached a general approach in December 2017.
