Having been close to a deal two weeks ago, the member states have still not managed to reach a unanimous agreement on the financing terms for the second tranche of €3 billion for the facility for refugees in Turkey.
As for the first envelope mobilised in 2016 (see EUROPE 11482), the Commission proposed in March that €2 billion come from the member states, using their GDP as a distribution key and €1 billion from the EU budget (see EUROPE 11981).
