Member states agreed to strengthen motor-vehicle type approval tests

On Thursday 3 May, the Technical Committee of Motor Vehicles (TCMV) gave the green light to the proposals from the European Commission on strengthening the type approval tests in Real Driving Emissions (RDE) and the World Harmonised Light Vehicle Test Procedure (WLTP). The most significant change involves the fact that the member states supported the proposal for developing a motor vehicle consumer follow-up as part of the revised version of the WLTP. 

The member states examined the proposals put forward by the European Commission as part of the public consultation last March to update the different test, namely the RDE 4 and WLTP 2. The Objective: to reduce the existing margins of flexibility in the current text and, above all, introduce a laboratory fuel consumption follow-up. This development aims to compare the results of CO2 emissions calculated in the laboratory compared to those registered in real driving conditions. 

These new modalities will enter into force on 1 January 2019 at the European Parliament and Council.

It should be recalled that since 1 September 2017, the new automobile models have been subject to both the RDE tests and the new WLTP tests (see EUROPE 11852). The TCMV was sharply criticised in 2015 for its vote on the compliance factor in the type approval tests (see EUROPE 11421, 11675)
