The General Affairs Council is supporting the European Commission strategy on cyber security.
EU ministers for European affairs met in Brussels on Monday 20 November and adopted conclusions highlighting the need to provide sufficient financing and to assess the impact of closer cooperation in this field.
These conclusions represent the reaction from the member states towards the European cyber security strategy presented on 19 September by the Commission. It should be recalled that the strategy aims to strengthen the European Agency for Network Information Security (ENISA), coordinate the response from member states, prepare sector professionals and certify resilient products (see EUROPE 11865).
In their conclusions, ministers underline the need “for the EU, its member states and the private sector” to ensure sufficient financing to attain these objectives. They are calling on the Commission to swiftly provide an impact assessment of the initiative setting up a network of Cyber Security Competence Centres and a European Cybersecurity and Research Centre. On this basis, they are calling for “appropriate legal instruments for their implementation” to be introduced by the middle of next year.
These conclusions are expected to be translated into a Council action plan that will be adopted during the December Telecommunications Council (see EUROPE 11891) and will then be regularly updated.
