16/11/2017 (Agence Europe) – On Wednesday 15 November, the Council of the EU adopted the implementing decision submitting the new psychoactive furanylfentanyl substance to EU control measures. This therefore closes the three phase procedure stipulated in decision 2005/387/ JHA. It should be recalled that in July 2017, the Commission suggested control measures for this solid synthetic opioid associated with 23 deaths in the EU (see EUROPE 11823) and at the end of October, the European Parliament adopted them by a very large majority (see EUROPE 11890). The substance has hitherto only been subject to control measures in 13 member states. Once this decision is published in the EU Official Journal, all member states will have a maximum of one year to introduce the necessary provisions in their respective national legislation to submit this substance to control measures and criminal penalties.
