In Brussels on Tuesday 7 November, EU Climate Action and Energy Commissioner Miguel Arias Cañete and the Governor of California, Edmund G. Brown, agreed on the second day of COP23 (Bonn, 6-17 November) to strengthen cooperation on carbon trading schemes and zero carbon transport.
