Resilience, the ability of an individual or community to resist shocks, must be better integrated as a strategic objective in the EU's external policy for helping populations and vulnerable states address crises, be they environmental, climate-related, political, migration-related, food-related, health or demographic, the European Commission and European External Action Service state.
