European Parliament says EU strategy must preserve ecosystem and peace in Arctic region

MEPs believe that it is time that the EU strengthens its policy in the Arctic, whilst ensuring that the ecosystem in a region particularly vulnerable to climate change, is protected. They also want to ensure that geopolitical tensions and militarisation in the region is prevented. This has been linked to the international race to exploit the region’s energy and fishing resources.

They expressed this message on Thursday 16 March in Strasbourg by adopting a resolution by a very large majority (483 votes for, 100 against, 37 abstentions) on an integrated arctic strategy as proposed by the Commission as a means of providing the EU with a more coherent framework for action in the region (see EUROPE 11716, 11709).

“The Arctic region is very sensitive and vulnerable. If we destroy this area by using the resources there unsustainably, we shall not only be destroying a unique region, but also accelerating climate change and polluting a source of clean water. The effects on global fish stocks would also be catastrophic", said co-rapporteur Sirpa Pietikainen (EPP, FI). 

Parliament is calling for a more coherent EU policy based on a concrete action plan that integrates a foreign and security policy dimension. It is also calling for environmental impact studies in the Arctic and setting up a permanent Arctic research centre in an effort to improve information about the region.

They also demand that the Arctic energy dimension respects the rights of indigenous peoples. On this basis, Parliament is calling on the European Commission to ban the drilling for oil in EU waters (so as not to interfere in the sovereign decisions of third countries) and the use of fossil fuels in maritime transport.

Parliament emphasises that Russia’s increased activities and military presence cannot be ignored and highlights the important role of the Arctic Council in ensuring that the Arctic remains a low-tension region. It also considers that cooperation with Russia has to continue in an effort to prevent tension arising. For this reason, the GUE/NGL supported the resolution, whilst regretting that no mention had been made of the military interests of other actors, such as NATO.
