Venice Commission recognises need for state of emergency in Turkey, but criticises excesses

In an opinion to be published on Monday 12 December, the Council of Europe’s Venice Commission (commission for democracy through law) will recognise that Turkey had good reasons for declaring a state of emergency, but the measures taken have gone too far.
