Monday 5 December

  • Brussels. Council of Ministers. 'Transport, Telecommunications and Energy' Council. Energy: - Security of gas supply (guideline debate). - Green energy package: presentation of the package by the Commission; - External dimension of the energy policy (debate on progress made by the Twenty-Eight in aligning their positions). – Progress in work on the information exchange mechanism on inter-governmental agreements and common instruments with third countries in the field of energy. Energy labelling of low-energy ducts (stock take of work on draft regulation on a revised framework).
  • Brussels. Council of Ministers. Eurogroup. – Examination of the draft budgets for 2017 of 18 countries (excluding Greece): verifying compliance with the Stability Pact. - Third bailout plan of the ESM for Greece (debt relief measures for Greece)
  • Brussels. European Parliament. Activities of the committees (to 08/12). – TRAN: vote on the recommendation at second reading on the 'market pillar' of the fourth railway package (passenger transport); seminar with the press on the subject (06-07/12). – LIBE: debate with Parliament president, Martin Schulz, the proposed Charter of Digital Fundamental Rights; vote on the results of the inter-institutional negotiations on the proposed directive on the fight against terrorism. – AFCO: public hearing on the constitutional implications of referendums on European issues. – ECON: public hearing with the president of the Single Resolution Board (SRB) on the actions of the Resolution Fund and the preparation of the resolution plans in Banking Union. -EMIS: meeting with representatives of the Parliaments of Germany, France, Belgium and the United Kingdom on the investigations into vehicle emissions. – CULT: vote on the report on the implementation of Erasmus+ and on the non-legislative report on an integrated approach to sports policy.

Tuesday 6 December

  • Brussels. Council of Ministers. 'Economic and Financial Affairs' Council. – Adoption of the negotiating position on the modification of the regulation concerning the European Fund for Strategic Investments (extension, increasing the EU guarantee and the EIB contribution); - Conclusion on actions aiming to remove obstacles to investment in the framework of the third pillar of the investment plan for Europe; - Financial transactions tax: state of negotiations between the 10 countries participating in the enhanced cooperation. – Conclusions on the Commission's proposal on the overall reform of corporate taxation. – Fight against tax evasion: general orientation on the proposed modification of the directive (dealing with mismatch mechanisms). – Reinforcing Banking Union: progress in the work on creating a European deposit insurance scheme and presentation by the Commission of actions to reduce risks in the banking sector. – European Semester: Annual growth review 2017 and examination of the report on the early warning mechanism for macro-economic imbalances.

Wednesday 7 December

  • Brussels. European Commission. Weekly meeting of the College of Commissioners. – Guideline debate on monitoring the health check of the legislation on the protection of nature; - Youth Initiative, including the European solidarity corps, the continuation of the European youth guarantee, the mobility of apprentices and related initiatives in the field of education; - security agenda of the EU: action plan for security of travel documents; revision of the SIS (application of the legislation and management of the borders); - Recommendation on the conditions to resume transfers from Dublin to Greece; - fourth progress report on the implementation of the agreement with Turkey; - eighth report on relocation and resettlement.
  • Brussels. European Commission. Presentation of the Youth Initiative.
  • Brussels. Council of Ministers. Coreper I and II.
  • Brussels. European Parliament. Activities of the committees. – LIBE: negotiations with the Council and, possibly, vote in committee (on 08/12) on the rules to reinforce the European visa suspension mechanism. – PANA: hearing of Commissioner Moscovici on progress in the fight against tax evasion.

Thursday 8 December

  • Brussels. Council of Ministers. 'Employment, Social Policy, Health and Consumers' Council. *Employment and social policy: - Examination of the directives on worker secondment and accessibility. - Debate on a European pillar of social rights. – Exchange of views on the European Semester 2017. – Adoption of conclusions on the youth guarantee and youth employment initiative, speeding up the integration of the Roma, women and poverty. – General orientation on the Eurofound, EU-OSHA and Cedefop regulations. *Health: - Exchange of views on the 'health' plank of the 2017 growth reviews. – European reference networks (pooling skills of specialists): presentation.
  • Brussels. Council of Ministers. 'Justice and Home Affairs' Council (and 09/12). *Justice: state of work on the directive to tackle fraud against the financial interests of the EU and the draft regulation on the European Public Prosecutor's office. – Strategy for the digital single market: discussion on the draft directive on various contracts for the provision of digital content (video, online, apps and cloud services).
  • Brussels. European Commission. Adoption of the monthly package of infringements.
  • Brussels. European Parliament. Activities of the committees. – ENVI: vote on bringing the European emissions quota system into line with the objectives of the Paris Climate. - AFCO: vote on proposals to improve the democratic responsibility and transparency of the European institutions.
  • Luxembourg. *Court of Justice of the EU. #Conclusions: C-527/15 (Stichting Brein – does selling a multimedia reader allowing protected works from streaming sites operated without the authorisation of the authors to be viewed on a television screen breach copyright law?).

Friday 9 December

  • Brussels. Council of Ministers. 'Justice and Home Affairs' Council. *Home Affairs: - European asylum system: discussion on the reform of the asylum system; state of the work on the reform of the asylum system; state of the work on the reform of the Dublin regulation and the institution of the European asylum agency; adoption of a negotiation mandate with Parliament on the draft Eurodac regulation (database of digital fingerprints of asylum seekers). – Fight against terrorism: presentation of political options to tackle foreign terrorists and potential terrorists returning from the Middle East. – Franco-German proposal for cooperation between the law enforcement services and telecommunications operators to tackle terrorism (cutting the time for data to be made available).
