11/04/2016 (Agence Europe) - Commission adopts implementing regulation for enhancing rail sector's competitiveness. Based on the 2012/34/EU directive to create a single European railway area, the European Commission adopted an implementing regulation on Thursday 7 April. This sets out the common criteria for concluding and amending the agreements between infrastructure operators and managers. The Commission has often explained that the dominant operators on the market benefit from certain prioritised links established with infrastructure managers. These situations can lead to agreements that block access to infrastructure for new operators entering the market. The new regulation will therefore help to create a clear framework when a conflict emerges between different operators that want to utilise railway infrastructure by providing improved communication and information on the use of infrastructure.
