Brussels, 05/10/2015 (Agence Europe) - The package of legislation to change worker mobility rules in the EU on the coordination of social security systems and the secondment of workers will be finalised in the next few weeks and presented to employment ministers at the EU Council meeting on 7 December, announced Employment and Social Affairs Commissioner Marianne Thyssen on Monday 5 October.
Work on the package will soon be completed. A policy debate on this subject is planned for the College of Commissioners' meeting in Strasbourg on Tuesday 6 October. Attending a meting of EU employment ministers in Luxembourg, Thyssen said the package would be unveiled at the next meeting of employment ministers, which will take place in Brussels on 7 December.
“The package will include the revision of European rules on social security coordination,” viz. EU Regulation 883/2004, she pointed out at a press conference on the fringes of the Council, adding: “It will also include a targeted review of the posting of workers directive. There are also concerns linked to labour mobility and we need to address those concerns. We need rules that are clear, fair and enforced on the ground.”
Member states have until 18 June 2016 to transpose the implementation directive on the secondment of workers, which was achieved after tough negotiations (see EUROPE 11029). Not a single member state has yet informed the Commission of full transposition. (Original version in French by Jan Kordys)
