Brussels, 21/09/2015 (Agence Europe) - Interinstitutional talks on the draft regulation to enhance governance for the formation of benchmarks will continue with new trialogue talks on Tuesday 22 September, mainly fed by European Parliament proposals (see EUROPE 11327).
The institutional negotiators will address the scope of application, exemptions, penalties and proportionality. The European Parliament's proposal on the categorisation of benchmarks and proportionality was discussed by the member states in a working group. A Council of Ministers' source says the delegations feel the proposal doesn't go in the right direction. The Luxembourg Presidency of the Council of the EU seems to feel there is subject matter to be discussed.
The European Parliament has prepared eight non-papers, including one on categorisation and proportionality. This newsletter has seen the latter, which is based on former Presidency proposals and classifies benchmarks in four categories: critical benchmarks, systemically important benchmarks, significant benchmarks and none of the above. Requirements differ according to category such as compulsory contributions or colleges of supervisors for the second category.
