Brussels, 16/01/2015 (Agence Europe) - The think tank Momagri (Mouvement pour une organisation mondiale de l'agriculture) will unveil its “white paper” on Monday 19 January looking to give the common agricultural policy (CAP) a “strategic direction”. Momagri believes that the current CAP does not have sufficient instruments to manage the effect, on incomes, of the instability of the agricultural markets (price volatility). On Monday it will set out findings and recommendations for European leaders and officials. It will advocate review of the CAP integrating crisis management instruments and bringing in a new budgetary approach. The think tank will argue that counter-cyclical mechanisms would provide greater added value to Community spending, and the mid-term review of the multiannual financial framework in 2016-17 offers an opportunity to adapt the CAP to the realities of the market. A letter setting out Momagri's ideas will be sent to European Agriculture Commissioner Phil Hogan. (LC)
