Brussels, 10/02/2014 (Agence Europe) - At the Foreign Affairs Council on Monday 10 January, EU foreign affairs ministers adopted the legal basis for the EU's military operation in the Central African Republic (EUFOR CAR). During the same Council, Major General Philippe Pontiès from France was formally appointed commander of this operation - an operation which “is to provide temporary support in achieving a safe and secure environment in the Bangui area, with a view to handing over to African partners”, a Council press release states.
In the view of High Representative of the EU for Foreign Affairs and Security Policy Catherine Ashton, “the absolute priority is to protect the civilian population from any further violence, to ensure that the people in the Central African Republic can live without fear and start rebuilding their country, and to make sure that humanitarian aid can be provided. EUFOR CAR will deploy as soon as possible to back the remarkable efforts of France and our African partners”, she said on 10 January, commenting on the Council conclusions. The Council also indicated the amount of the joint costs, which will be met by the Athena mechanism, and this will be around €25.9 million.
This decision paves the way for the adoption of an operation plan and for a formal call for contributions from the member states (see EUROPE 11014). The launch of this operation, which could take place before the end of February, will require the adoption of a separate legal act. Around 500 European troops are expected to be deployed and six non-EU countries are expected to bring logistical support - in troops or in the form of equipment. (JK/transl.fl)
