Historic agreement between Belgrade and Pristina

Brussels, 19/04/2013 (Agence Europe) - On 19 April, High Representative of the EU for Foreign Affairs and Security Policy Catherine Ashton announced agreement between Serbia and Kosovo on normalisation of their relations. She said that she was pleased to announce that the negotiation has been concluded and that the text has been initialled by the two prime ministers - Ivica Dacic from Serbia, and Hashim Thaçi from Kosovo. At the end of the tenth dialogue meeting, Ashton congratulated them on their determination and courage. She said that this is a very important step because it is a step away from the past and a step closer to Europe for each of them. Thaçi added that this agreement paves the way for normalisation between the two countries and their peoples. Dacic said that Serbia's proposals have been accepted. The agreement will be studied in the capitals of the two countries, which should send their final agreement to Brussels on 26 April. According to some sources, in the terms of the agreement there will be a Serbo-Kosovan regional police commander in north Kosovo and a panel of Serbo-Kosovan judges integrated in Kosovo's appeal court to deal with the issues of north Kosovo while respecting Kosovo's constitution. The text state that the countries cannot hinder each other in their European integration but nothing is said for other international organisations. At the time of going to press, Ashton, Dacic and Thaçi are meeting NATO secretary general, Alexander Vershbow, to obtain NATO's guarantees that the agreement will be implemented. This agreement should pave the way to the opening of accession negotiations with Serbia and to negotiations for a stabilisation and association agreement for Kosovo. (CG and JK/transl.fl)
