Brussels, 14/02/2013 (Agence Europe) - On 13 February, High Representative of the EU for Foreign Affairs and Security Policy Catherine Ashton presented the United Nations Security Council with three parameters “that could serve as a basis for a resumption of negotiations” in the Middle East peace process. Ashton highlighted security measures that respect the Palestinians' sovereignty, protect Israel's security, and prevent the resurgence of terrorism; a need for a just and fair solution to the refugee question; and lastly, fulfilment of the aspirations of both parties for the status of Jerusalem as the future capital of both states. “It will be important to set up a framework for negotiations between the parties, she added.
“We believe there is an urgent need for renewed, structured and substantial peace efforts in 2013 which will require work with all international partners, including the United Nations and League of Arab States”, Ashton explained, stating that regional participation is “crucial”.
The representative of Guatemala to the United Nations, Gert Rosenthal, wanted the EU, as a member of the Quartet, to be able to urge Israel to commit to finding a definitive solution. His Australian counterpart, Gary Quinlan, believed that the continued support of the EU to the Palestinian Authority and its active participation in the work of the Quartet will be needed to reach peace in the region.
