Brussels, 19/05/2011 (Agence Europe) - On Thursday 19 May, the European Commission issued infringement proceedings (in the form of reasoned opinions - warning letters against 10 member states for failure to fully transpose EU Directive 2010/76/EC on new bank capital requirements and binding measures on bonus payments for managers of lending institutions. Six countries (Spain, Greece, Italy, Poland, Portugal and Slovenia) have not yet communicated any transposition measures to the Commission. Four countries (Belgium, Slovakia, Luxembourg and Sweden) are asked to fully transpose the directive into national law. Directive 2010/76/EC requires banks to ensure that their pay and bonus system does not encourage excessive risk-taking but does not lay down any upper limits for pay and bonuses (see EUROPE 10176).
