The 27 EU member states are expected to begin discussion at the end of May on the possible extension of the EU-led mission for training Somali security forces in Uganda (EUTM), after the current mandate which runs until August 2011. The EUTM, to be reconfigured after that date, will focus on the training of Somali army officers, in order to make up two whole battalions trained by European instructors (and supported by the Ugandan army). According to scenarios envisaged at this stage, the specific training of Somali military, currently administered by the EUTM, could be entrusted to Ugandan forces. Officer training would be relocated in order to use existing infrastructure such as national regional technical schools (ENVR) based in Africa. The EUTM framework nation has still to be determined, and the political conditions in Somalia itself have still to be assessed. No extension of the EU commitment is possible unless the Somali Transitional Federal Government carries out transition successfully, a European diplomatic source states. (A.By./transl.jl)
