Brussels, 01/12/2009 (Agence Europe) - The Treaty of Lisbon took effect on 1 December. Its first tangible consequence is to give the EU a permanent president of the European Council, in the person of Herman Van Rompuy, and a new high representative for foreign affairs and security, Catherine Ashton, who is also vice-president of the Commission.
