Brussels, 23/11/2009 (Agence Europe) - On Friday 20 November, the European Commission decided to send four reasoned opinions (second stage of the infringement procedure) for failure to transpose the directive on the Community air-traffic controller licence. The directive in question, which is part of the first Single Sky programme (the programme for the modernisation of air-traffic management in Europe), lays down standards for the responsibility and competencies of air-traffic controllers and authorises the mutual recognition of their licences. The reasoned opinions were sent to Luxembourg, the Czech Republic and Greece, which have not yet notified the measures for the transposition of this directive into their national law, and to Finland, which, the Commission reports, has only partially notified them. These states now have two months to come into line with the requirements of Commission, which may otherwise bring the matter before the Court. The deadline for transposition was 17 May 2008.
