12/04/2001 (Agence Europe) - Pier Virgilio Dastoli, Secretary General of the International European Movement, reacted with passion to the idea of the Italian Prime Minister Giuliano Amato to create a small informal group responsible for looking into the future of Europe (see EUROPE of 9/10 April, p.5). Mr Amato, said the former partner of Altiero Spinalli, asserts that to build a new Union there is a significant need for democracy, and a bottom-up debate, but that it would be better to explain the coherence between this assertion and his plan for the four knights of Europe that should have a vis persuasiva and place the result of the debate in the hands of the European bodies. This project "resembles far more, an oligarchy decreed by Plutarque than the image of democracy called to govern our societies of the third millennium, commented Mr Dastoli, who asserts: If there are wise persons in Europe doted with vis persuasiva, they could be named by their own governments within the future "constitutional" convention of which President Rau spoke, with wisdom, in Strasbourg.
