UKRAINE: Ursula von der Leyen promises €90 billion loan will be honoured “one way or another”

On Tuesday 24 February, during a visit to Kyiv to mark the fourth anniversary of the Russian invasion of Ukraine, the President of the European Commission, Ursula von der Leyen, promised that the €90 billion loan would be implemented, despite Hungary’s blocking of the amendment to the 2021-2027 Multiannual Financial Framework (MFF), which is necessary for borrowing (see EUROPE B13813A23).
