Brussels, 01/10/2009 (Agence Europe) - The Council of Ministers has in principle until 26 October to formally decide whether it accepts the second reading amendments of the European Parliament for the telecommunications package. This is highly unlikely as, on 11 June this year during the last Telecom Council, relevant ministers had stated that the Council would not approve the additional Parliament amendment on access to the internet (Amendment 138 stipulating that no restriction can be imposed on users' fundamental rights and freedoms without prior decision by the legal authorities, unless public security is threatened). From the angle of conciliation procedure, which will not officially begin until after rejection in good and due form by the Council, the Parliament announced, early this week, the official composition of the EP negotiating team (27 MEPs), which was to take part on 29 September in the first talks with the Swedish Presidency. Heading the delegation were three MEPs (Alejo Vidal-Quadras (EPP, Spain), Herbert Reul (EPP, Germany) and Catherine Trautmann (S&D, France), responsible for conducting the talks. They will report to the delegation on the state of progress being made with the Swedish Presidency over coming weeks. The conciliation committee is expected to find a solution to the blocking within six to eight weeks after the official opening of the procedure. A failure would greatly compromise entry into force of the telecom package in 2010. (I.L./transl.jl)
