Moscow indispensable for settling regional conflicts

Brussels, 25/09/2009 (Agence Europe) - The EU-Russia summit in Stockholm on 18 November will look at the question of current conflicts and tension in the “common neighbourhood”, for example, between Moscow and Kiev (gas crisis), in Caucasus and in Georgia. On this occasion, Europeans will not fail to point out that, as far as the post-war situation in Georgia is concerned, Russia has not entirely kept its commitments in the “six-point agreement” concluded on 12 August 2008, as the EU Monitoring Mission (EUMM Georgia) has still no access to the two breakaway territories, South Ossetia and Abkhazia. While critical, the EU must remain realistic and not lose sight of the fact that Moscow remains indispensable when it comes to resolving most of the conflicts existing in the region, the Swedish Presidency states in its memo presented on Wednesday to Coreper (EUROPE 9984), according to our sources. Despite Russia's “frequently unconstructive policies” in the common neighbourhood, the EU27 must accept the fact that regional conflicts cannot be resolved without “positive involvement” by Russia, the EU Presidency states.
