It is clear that the idea of Eurobonds guaranteed by all the EU member states in the eurozone has not been welcomed with much enthusiasm by governments. Faced with this “concerted rejection of the idea”, the chair of the Eurogroup, Jean-Claude Juncker, has not abandoned hopes of rallying troops to the idea despite it coming under fire whenever it is mentioned. “There are at least three fanatics who shoot me down every time I open my mouth on the subject”, explained Jean-Claude Juncker. “I am sure the day will come when we will have Eurobonds because we desperately need them for the medium-term”, he added when giving evidence on Tuesday 31 March 2009 to the European Parliament's economic and monetary affairs committee.
