Brussels, 31/03/2009 (Agence Europe) - On Tuesday 31 March, a large majority of the transport committee at the European Parliament adopted three reports with a view to second reading adoption of the “road package”, which harmonises and clarifies conditions for access to the road transport market and to the profession of haulier (see EUROPE 9870). The vote confirms the agreement reached last week between the Parliament and Council, including on the question of road cabotage (the possibility for a transporter to carry out loading and unloading operations in a state other than the transporter's state of residence). Despite the disagreement of the Liberals (ALDE Group), which prefer full opening of the international transport market, the report by Mathieu Grosch (EPP-ED, Belgium) on the draft regulation on access to the international road transport market for freight was approved with 25 votes to 6 and 2 abstentions. The report (also by Mr Grosch) on access to the internal market of transport services by coach and bus was approved by 32 votes in favour (0 against and 2 abstentions). Finally, the third report, that by Silvia-Adriana Ticãu (PES, Romania) concerning the conditions to be respected for carrying out the profession of road haulier, was unanimously approved (34 votes in favour).
